Nohemi works as Evaluation Expert at ADE, a Belgian consulting and advisory company specialized in managing technical assistance projects for worldwide assignments and in providing public decision-making support services.

Before joining ADE, she was the founder and supervisor of the Monitoring and Evaluation Unit at the Bureau of International Narcotics and Law Enforcement Affairs (INL) at the US Embassy in Mexico. She led a team managing M+E efforts of the Merida Initiative, a bilateral partnership to fight organized crime and associated violence. Nohemi played a critical role in taking INL Mexico from inception of idea on how to measure the impact of bilateral security capacity-building programs to the design of replicable and sustainable M+E systems.

In INL she also served as Drug Demand Reduction specialist. She received from the US Department of State the Superior Honor Award for sustained, extraordinary performance in the area of drug demand reduction that substantially contributed to the advancement of U.S. Government interests in the area of drug policy.

Prior to that, Nohemi worked for Guanajuato’s State Government as General Director of Scholar Services and Accreditation of Studies. She also served as aide to the Governor and as principal advisor to the State Security Council.

Nohemi holds a PhD in Public Policy from the School of Government and Public Transformation at Tecnológico de Monterrey (Mexico). She obtained an MPA -magna cum laude- from the École Nationale d’Administration where she was a French government fellow, a Master in Public Management -with highest honors- as well as a BS in International Business, both from Tecnológico de Monterrey. She studied poverty alleviation at Harvard Kennedy School and obtained a diploma on French and European Management at the Université Robert Schuman in Strasbourg, France. She is fluent in Spanish, French, and English. .
